The city of Buenos Aires (Argentina) introduces a police-issued misdemeanor charge (edict 2F) for wearing “clothing of the opposite sex” in public spaces. This arose in the context of President Agustín Justo continuing the moralizing campaign of José Félix Uriburu’s de facto presidency, and considered cross-dressing as part of a legal category of “scandal” that formed the basis for state repression. The edict remained in place until 1998, when it was replaced by the city’s Código Contravencional (Misdemeanor Code).

Gender non-conforming individuals in Buenos Aires create a mutual aid group called Maricas Unidas Argentinas (loosely translated to “United Argentine Sissies”). This organization offered clothing and food to people locked up in the “homosexual” section of the city’s jail. It also supported these individuals after they were released, since they were often left unemployed and unhoused. One of the founders was Malva Solís, a travesti who lived until 2015.

The city of Buenos Aires begins criminalizing “persons of either sex who publicly incite or offer themselves for carnal acts”. This was framed as a solicitation charge, but in practice enabled police to target people whether or not they were involved in sex work. Police used this police edict (2°F) to arrest sex workers, gay men, and people we would currently refer to as travestis or transfeminine.

A coup d’état begins Argentina’s last military dictatorship, which would last until 1983. State forces tortured and disappeared an estimated 30,000 people accused of “politically subversive” ideas or actions. People who we would today call travestis or trans were also arrested and tortured by the police and the military, regardless of their political position. Many travesti and trans survivors describe the dictatorship as an intensification of persecution, and emphasize that despite the return to democracy in 1983, daily harassment and arrests continued.

The first travesti protest in Argentina is held in Buenos Aires’ central square and is attended by around twenty people. Travesti is a feminine gender identity specific to parts of South America. The demonstration occurred after several sex workers of this community were killed by police along the Panamericana highway. The number of protesters grew and eventually came to organize a larger protest as the Frente de Travestis (Travesti Front).

In Argentina, three activists found Travestis Unidas (United Travestis). They aimed to put police targeting of their community on the public agenda. Activists in Argentina create ATA, Asociación de Travestis Argentinas (Association of Argentine Travestis), which still exists today as ATTTA (Asociación de Travestis, Transexuales y Transgéneros de Argentina). It aimed to draw visibility to police violence against this community. Another goal was to repeal the misdemeanor codes that criminalized travestis in Buenos Aires, such as the one against wearing “clothes of the opposite sex” in public. Other organizations emerged from ATA, including OTTRA (Organización de Travestis y Transexuales de la República Argentina) and ALIT (Asociación de Lucha por la Identidad Travesti).

Following Buenos Aires's 1996 constitutional autonomy, the city's police edicts (edictos policiales) are discontinued. In March 1998, the city enacted the Código Contravencional (Misdemeanor Code), formally repealing the edicts. Travesti and trans organizations campaigned for the repeal alongside gay, lesbian, feminist, and human rights groups. Despite these changes, police continued to detain travestis under the power of detention for record checks and activists spent the next several years fighting this and other ongoing forms of harassment and arrest.

A court authorizes the first successful legal change of name and registered sex in Argentina. This was granted to Mariela Muñoz, a transsexual woman who had spent years fighting for her right to adopt and raise children. The ruling required invasive psychological evaluations and exposed a contradiction in the legal system: courts treated sex reassignment surgery as proof of self-perceived identity, but surgery was prohibited in Argentina (Muñoz obtained surgery in Chile in the 1980s). Her case set the precedent that allowed others to pursue legal identity changes through judicial actions.

The first issue of the magazine “Las Iguanas” is printed in Córdoba, Argentina. It was the country’s first publication to include openly transmasculine authors, alongside articles by lesbians and bisexual women. It contains some of the first recorded uses of the words transgénero and trans in Argentina, where the most common terms in circulation up to that point had been transexual and travesti.

The city of Buenos Aires prohibits the solicitation of sex in public spaces if it “disturbed the public peace”. The 1996 repeal of the police edicts legalized sex work, and this prohibition re-criminalized sex work by leaving open what police considered a “disturbance”. In 1999, all sex work was once again criminalized. In 2004, it was re-legalized but prohibited in proximity to certain public spaces such as homes, schools, and religious buildings. At each turn, these laws have been disproportionately used to target trans women and travestis.

Buenos Aires’s Hotel Gondolín becomes a community-run housing and support network for travestis and trans women. Since 1987, many travestis and trans women lived and worked there, often following migration, displacement through police persecution and social exclusion, or in search of better access to health care and education. After price-gouging and intimidation from previous hotel owners, dwellers took over the hotel as a self-managed organization in 1998. In 2003, it became a formal Civil Association, expanding its reach as a cultural and educational center.

Travestis join mass street protests during one of Argentina’s deepest social, economic, and political crises. In response to protests, Argentina declared a state of emergency to control social unrest. Travestis brought their own demands to these protests, and also expanded their political outlook in response to the broader social and political movements with which they protested. In this way, the crisis highlighted the need for collective organization beyond single-issue demands, laying the groundwork for future coalitions and struggles for rights.

Trans and travesti organizations in Buenos Aires joined a coalition against a legislative reform that expanded police power over public space, including a ban on soliciting sex within 200 meters of homes, schools, or religious buildings. The coalition, called Coordinadora contra el Código Contravencional, also included gay, lesbian, and feminist organizations, sex workers, students, left-wing parties, the unemployed workers' movement, and street vendors (all groups that were similarly targeted by the reform's other provisions). Despite public hearings and protests, the reform passed in 2004. Nevertheless, this formed a continuation of coalitional work that strengthened in future years.

In late June, coinciding with the anniversary of the Stonewall Riots, activists hold the first annual protest against travesticide (travesti genocide) in Buenos Aires. The demonstration honors travesti leader, Diana Sacayán, who was killed in her home the previous year. The specific focus on travesticide calls attention to the murders of travestis as well as poor living conditions like a lack of housing and healthcare.

Buenos Aires Expands Criminalization of Gender and Sexual Nonconformity

The city of Buenos Aires begins criminalizing “persons of either sex who publicly incite or offer themselves for carnal acts”. This was framed as a solicitation charge, but in practice enabled police to target people whether or not they were involved in sex work. Police used this police edict (2°F) to arrest sex workers, gay men, and people we would currently refer to as travestis or transfeminine.

Military Dictatorship Intensifies Violence Against Travestis and Trans People

Activist Karina Urbina founds Argentina’s first transsexual organization, TransDeVI, Transexuales por el Derecho a la Vida y la Identidad (Transsexuals for the Right to Life and Identity). Its main demands were the legal recognition of transsexuals’ names and identities, and the access to what at the time were described as “sex changes.”

Buenos Aires holds its first annual Gay-Lesbian Pride March. Although a transsexual activist was part of its organizing committee, trans identities didn’t appear in the title of the event until 1995. At first it was held around the anniversary of the Stonewall Riots, but in later years it was moved to the warmer month of November to commemorate the foundation of the country’s first gay organization, Nuestro Mundo, in 1967.

In Argentina, three activists found Travestis Unidas (United Travestis). They aimed to put police targeting of their community on the public agenda. The group joined Buenos Aires’s second Gay-Lesbian Pride March the following year, and its members also appeared on several television shows with massive audiences to make that persecution visible to a national public.

Buenos Aires Repeals Police Codes Targeting LGBTQ+ Communities

Following Buenos Aires’s 1996 constitutional autonomy, the city’s police edicts (edictos policiales) are discontinued.

Mariela Muñoz Wins Landmark Legal Recognition

Buenos Aires Re-Criminalizes Sex Work in Public Spaces

Themes

Travestis Join Argentina’s Mass Protests During National Crisis

Travestis join mass street protests during one of Argentina’s deepest social, economic, and political crises. In response to protests, Argentina declared a state of emergency to control social unrest. Travestis brought their own demands to these protests, and also expanded their political outlook in response to the broader social and political movements with which they protested. In this way, the crisis highlighted the need for collective organization beyond single-issue demands, laying the groundwork for future coalitions and struggles for rights.

Trans and Travesti Organizations Join Coalition Challenging Expanded Police Powers

Trans and travesti organizations in Buenos Aires joined a coalition against a legislative reform that expanded police power over public space, including a ban on soliciting sex within 200 meters of homes, schools, or religious buildings. The coalition, called Coordinadora contra el Código Contravencional, also included gay, lesbian, and feminist organizations, sex workers, students, left-wing parties, the unemployed workers’ movement, and street vendors (all groups that were similarly targeted by the reform’s other provisions). Despite public hearings and protests, the reform passed in 2004. Nevertheless, this formed a continuation of coalitional work that strengthened in future years.

A wide daytime view of the Buenos Aires City Legislature shows the grand neoclassical government building with rows of tall columns, an Argentine flag flying above the roof, and the monument to General Juan Lavalle standing in the foreground. This building served as the site of major demonstrations in 2004 protesting reforms that expanded police authority over public space and disproportionately targeted marginalized communities.

The Law mandates public access to trans-specific healthcare and the ability to change name and gender marker on legal identification. The law is considered to be the first in the world to mandate gender self-determination without the need for approval by judges or medical professionals. It also inspires similar legislative efforts in nations across the world.

Starting in 2014, trans organizations present several bills in Argentina demanding economic reparations for travestis and trans people, targeted by the police for their gender identity. As of yet, none of these initiatives have been approved by the National Congress, but in 2023, the province of Santa Fe passes the Post-Dictatorship Reparation Law for Trans and Travesti People. These groups continue to fight for reparations.

The Trans Memory Archive (AMT) of Argentina is created, first conceived in the 1990s by travesti-trans activists, Claudia Pía Baudracco and María Belén Correa. Following Baudracco’s death in 2012, the AMT is formalized in 2014 as a digital preservation project to protect the historical memory of the travesti/trans community from the early 1900s to the present. The Archive inspires several other memory projects across Latin America.

Transmasculine people also highlight that abortion rights are needed by many people who aren’t women.

This recognition explicitly names the ways that trans or travesti identity was seen as “subversive” and a menace to national security.
