Following Buenos Aires’s 1996 constitutional autonomy, the city’s police edicts (edictos policiales) are discontinued. In March 1998, the city enacted the Código Contravencional (Misdemeanor Code), formally repealing the edicts. Travesti and trans organizations campaigned for the repeal alongside gay, lesbian, feminist, and human rights groups. Despite these changes, police continued to detain travestis under the power of detention for record checks and activists spent the next several years fighting this and other ongoing forms of harassment and arrest.
