The city of Buenos Aires begins criminalizing “persons of either sex who publicly incite or offer themselves for carnal acts”. This was framed as a solicitation charge, but in practice enabled police to target people whether or not they were involved in sex work. Police used this police edict (2°F) to arrest sex workers, gay men, and people we would currently refer to as travestis or transfeminine.
